Scott, currently you can only add user-defined fields to use cases, actors, requirements and packages. Your suggestion to be able to add them to other elements such as steps is good and we'll consider it for a future release.

You are correct, each project will have its own set of custom fields. However, it's not difficult to move custom fields from one project to another by selecting export/import on the Custom Fields page. Hope this helps.
