Not at this time. You could consider generating use cases from actor goals, and then attaching requirements to each use case (e.g. via drag/drop in the model browser). Then as use case priority changes, you can find applicable requirements (e.g. using Requirements Cross Reference Word report) and adjust the requirement's priority ...
